About Green Workforce Connect: Recruiting Weatherization Professionals

Weatherization careers are incredibly important. Not only does weatherization help families save money on energy bills, it’s also good for the environment and moves us toward a sustainable future.

Yet in order for these goals to be accomplished, we need to hire more people. A lot more. Weatherization providers across the country are struggling to fill their open positions. Potentially great candidates remain unaware of what weatherization is, how a weatherization career could benefit them, and where to get started. 

Green Workforce Connect exists to bridge this gap by increasing awareness of weatherization careers and supporting the successful hiring of a new generation of weatherization workers, including women; opportunity youth; Black, Indigenous, and People of Color (BIPOC); Asian American and Pacific Islanders (AAPI); and other underrepresented groups. It also provides a hub for contracting companies to connect with potential weatherization clients. 

This interactive platform provides a central hub for job seekers, contractors, and other stakeholders to learn about weatherization careers and connect directly with weatherization employers in their area. It provides compelling and extensively vetted information about why weatherization matters, what different job roles involve, and more. How Was Green Workforce Connect Developed?

Inclusive workforce development solutions call for inclusive planning and design. The content included on this site is the product of a collaborative process to gather extensive input and validation from weatherization stakeholders. In addition to highly participatory focus groups and user testing, we gathered design input and feedback through stakeholder surveys and roundtable discussions, both remote and in-person. 

More than 750 weatherization stakeholders shared feedback to inform the design of this website and the development of associated messaging and materials. We are inclusive by design because we know that people are more likely to commit to what they help to create.

Which States Are Included in Green Workforce Connect? 

Following a pilot phase in three states, Green Workforce Connect now features weatherization employers, training providers, and related organizations nationwide. As of May 2025, job seekers and contractors can connect with opportunities in 10 states with more to be added soon.

The organizations featured on Green Workforce Connect also receive targeted technical assistance to help them refine their recruitment strategies. We help them conduct outreach to local community-based organizations, weatherization contractors, and other stakeholders to develop a robust pipeline of diverse workers with access to family-sustaining careers.

Who Is Involved in Green Workforce Connect?

Green Workforce Connect is led by the Interstate Renewable Energy Council (IREC), a national nonprofit organization that builds the foundation for rapid adoption of clean energy and energy efficiency to benefit people, the economy, and our planet. 

IREC has brought together a diverse and informed team of national, state, and local partners to listen, learn, and design this dynamic workforce solutions platform.

Partners of Green Workforce Connect include the National Association for State Community Services Programs (NASCSP); Building Performance Institute, Inc. (BPI); National Community Action Partnership (NCAP); State of Wisconsin, Department of Administration, Division of Energy, Housing and Community Resources (DEHCR); Slipstream; Oklahoma Association of Community Action Agencies (OKACAA); Oklahoma Department of Commerce; Habitat for Humanity of Greater Province and East Bay; Clean Energy Center at Pennsylvania College; Service Year Alliance; and Spartina Consulting.

We are also fortunate to have an active Advisory Board comprising professionals familiar with weatherization, recruitment, workforce development, outreach, and contract work.

How Is Green Workforce Connect Funded?

Green Workforce Connect is being developed under a three-year grant from the U.S. Department of Energy to strengthen the Weatherization Assistance Program workforce. The Weatherization Assistance Program is a federal program that helps enhance home energy efficiency and reduce energy costs for income-eligible families. First established in 1976, the program now serves approximately 35,000 homes each year.
